Markets in Europe, Asia end 2011 down but US up

LONDON (AP) ? Stock markets around the world were seeing out 2011 fairly positively Friday, but most posted big declines for the year in the wake of Europe's debt crisis, a faltering U.S. economy and signs that China's economy is no longer sizzling.

Markets have also been rocked by natural disasters, trading scandals, and sharp fluctuations in commodity prices, particularly in the price of oil amid the political turmoil in the Arab world.

In Europe, the trading backdrop has been particularly grim, with many of the main markets posting their worst year since 2008. That's perhaps unsurprising given that most of the financial world's attention has centered on the debt crisis, which has already seen three relatively small countries bailed out and is threatening a much-bigger country ? Italy.

Nevertheless, the last day of the year proved positive. The FTSE 100 index of leading British shares closed up 0.1 percent at 5,572.28, meaning that it ended the year 5.6 percent lower, while Germany's DAX ended 0.9 percent higher at 5,898.35, a 14.7 percent decline over the year. And the CAC-40 in France ended 1 percent higher at 3,159.81. Despite its hefty rise Friday, it ended the year around 17 percent lower from where it started.

With policymakers failing to convince markets that they can deal with the crisis and the eurozone widely predicted to slip back into recession next year, the euro is ending 2011 just below the $1.30 mark, after falling to a 15-month low against the dollar on Thursday at $1.2857. Despite all the debt problems afflicting the eurozone, the euro has held up pretty well in 2011 ? it started the year at $1.3345.

Much of the attention next year, at least in the early months, will likely center on Italy, the eurozone's third-largest economy.

Italy is the focal point of the eurozone's struggle to deal with a crisis, caused by heavy levels of government debt in a number of the 17 countries that use the single currency. Fears of default on those debts mean that bond investors demand ever-higher interest. If a country can no longer borrow affordably to pay off bonds that are maturing, it winds up needing a bailout or defaulting.

Markets had grown fearful over the past few months over Italy's massive debt burden of euro1.9 trillion ($2.5 trillion) and Italy's ability to continue dealing with it. Next year alone, Italy has some euro330 billion ($431 billion) of debt to refinance and it will want its borrowing rates to start falling. It will start the new year with its benchmark ten-year yield standing around the 7 percent mark, a level that is considered unsustainable in the long-run and eventually forced Greece, Ireland and Portugal to seek bailouts.

"There is no hiding from the fact that Italy's benchmark ten-year bond yield is up over 2 percent on the year compared to declines in other major European economies," said Will Hedden, sales trader at IG Index.

Wall Street traded modestly lower but U.S. stocks have performed much more solidly than their European and Asian counterparts this year, largely on the back of a strong year-end performance related to an upbeat run of U.S. economic data.

The Dow Jones industrial average looks like it's going to end up higher for the year. Though trading Friday 0.1 percent lower at 12,277, it's still above the 11,577.51 mark it started the year. However, it's still touch and go though whether the broader Standard & Poor's 500 index will end up in the black. It's down 0.1 percent at 1,263, marginally up on the year's startpoint of 1,257.64.

Though the performance of the U.S. economy has played second fiddle to Europe for much of the year, it has the potential for shoring up confidence in 2012 ? an election year in the U.S. ? if the recent positive news continues.

"Crystal ball-gazing can begin in earnest over the weekend but I am tempted to conclude ? more of the same in Europe, easier policy in China, and further asset reflation in the U.S., which finally gets life back into the housing market and thereby drives optimism about the 2013 economic outlook," said Sebastien Galy, an analyst at Societe Generale.

Asian markets have already closed out the year and most markets had a year to forget. Japan's Nikkei 225 index, after three straight days of losses, managed to eke out a 0.4 percent rise Friday to end the year at 8,429.45. However, that was its lowest closing since 1982.

Meanwhile, China's benchmark gained 1.2 percent to close at 2,199.42 ? still, a 21 percent loss for the year as the impact of Beijing's multibillion-dollar stimulus faded and the government tightened curbs on lending and investment to cool blistering economic growth.

Elsewhere in Asia, Hong Kong's Hang Seng Index gained 0.2 percent to close at 18,434.39 ? a precipitous slide of 19.7 percent from a year ago. Singapore's Straits Times Index closed down 1 percent at 2,646.35 ? a 17.5 percent dive.

Australia's benchmark S&P ASX 200 ended the year at 4,140.4 ? down 0.4 percent on the day and 14.5 percent lower for 2011. A day earlier, South Korea's benchmark Kospi closed at 1,825.74 on Thursday ? 11 percent down on its last trading session of the year Thursday.

Oil prices, meanwhile, were poised to close out the year below the $100 a barrel mark ? benchmark crude for February delivery was down 10 cents at $99.55 a barrel in electronic trading on the New York Mercantile Exchange.

Tests Show That Your Amazon Kindle Isn't Going to Bring Down an Airplane (The Atlantic Wire)

Tech reporter Nick Bilton continues his one-man war on the FAA regulations that prevent you from turning on your iPads, Kindles, and other electronic devices while taking off and landing in airplanes. Bilton has a report today at The New York Times blogs today about just how much energy those little doo-dads put out and the simple fact is that it just isn't enough to interfere with anything, especially not a well-designed aircraft.

According to the lab that certifies electrical devices for?government safety standards, an airplane must be able to withstand "100 volts per meter" of interference. An Amazon Kindle emits less 0.00003 volts. What's more: having multiple electrical devices doesn't multiply the effect. The amount of interference is the same, whether it's one device or 1,000.?

Since there are other electrical devices that aren't banned (hearing aids, electric razors), none of the other justifications for the ban on portable devices seem to hold up. Or, at best, the rules may make sense for some reasons (devices are distracting or can become potentially dangerous projectiles in an emergency), but are inconsistently and illogically applied. (So are books and small pets.)

As someone who doesn't enjoy flying and doesn't need another terrible security flaw to be afraid of, I have no problem sitting quietly for 30 minutes or so while the plane takes off and lands. But it's hard to argue with Bilton's crusade (to be fair, he isn't arguing for unfettered phone use, just the right to use "airplane mode") ?or notice a pattern in our?government's?approach to air travel ? worrying more about the illusion of safety than actually creating it.

?In just a few days, workers' compensation insurance rates are set to increase in Florida by 8.9 percent. The insurance hike, which Florida Insurance Commissioner Kevin McCarty approved in October, represents the second year in a row Florida has seen increases in workers' compensation insurance rates. While the workers' compensation insurance rates will be much lower than the levels they were in 2003 when Florida had the highest rates in the nation, Herrle claims the workers' comp insurance increase will have a hard-hitting impact on businesses trying to survive in the down economy.

"This increase might be justifiable in actuarial terms, but there's no doubt that it's going to dampen the demand for labor in a state where the labor market is already badly depressed," Herrle said.

Strange noise coming from the differential when driving the car hard, especially when changing to 2nd gear.

Great handling, and it stops as well as it goes.

Interior cabin is functional, and all buttons and levers work.

Economy is average when driven in traffic - approximately 7.8 litres per 100km, except when driving hard, then 9 litres per 100km. Long distance driving using the cruise control is exceptional - 3 to 4 litres per 100km, and easily does over 1200km per tank.

Seats uncomfortable for a tall person, especially on a long journey.

Rear leg room non-existent, except for small children.

The boot is very small, and to make matters worse, the back seats do not fold down.

Overall, a good car, which could do with more interior space.

Facebook agrees to changes for those in Europe

Facebook has agreed to make several changes to its services to improve transparency and better protect the personal data of its millions of users outside of the U.S., following an in-depth audit of its international headquarters that was released Wednesday.

The social media company, based in Palo Alto, California, agreed to changes including asking European users if they wanted to partake in its Facial Recognition, reworking its policies of retaining and deleting private data, and reducing the amount of information collected about people who are not logged into Facebook, the company said in response to the report of the Irish Data Protection Commissioner.

Facebook's international headquarters are based in Dublin, Ireland, a member of the European Union. This means the company is required to comply with European data privacy laws, which are more stringent than those that apply in the United States, particularly regarding how long data can be retained.

"Facebook has committed to either implement, or to consider, other 'best practice' improvements recommended by the data protection commissioner," the company said following the announcement of the report. "Meeting these commitments will require intense work over the next six months."

The company has agreed to present its results in a follow-up to the report in July.

Facebook has been scrutinized for its privacy practices in the U.S., too. In November, the company agreed to submit to government audits of its privacy practices every other year for the next two decades as part of a settlement with the Federal Trade Commission. The FTC's complaint had alleged that the company exposed details about users' lives without getting their consent, as legally required.

It is standard for Ireland's data protection commissioner to audit any high-tech companies in the country to ensure that their practices are in keeping with the European law, and make recommendations to help them to meet those standards, should they fall short.

"It is not the object of the audit, to decide whether there is a breach of law," Billy Hawkes, the data protection commissioner, told reporters. "It is to help an organization achieve full compliance with law, put their compliance into best practice.

Facebook has repeatedly come under fire in Europe for a raft of complaints ranging from accusations that it sells personal data to advertisers ? a charge that the Irish authority said its findings did not uphold ? its Friend Finder application and "archiving" of data that users have deleted.

This is especially the case in German-speaking nations, where laws protecting individual privacy and the use of personal information are even more far-reaching than those covering the European Union, where Facebook has run up against several complaints from local data protection authorities.

A group of Austrian students calling themselves Europe vs. Facebook also took up the crusade, filing a series of 22 complaints directly with the Irish authorities in what they said was an attempt to force Facebook to follow the rule of the law.

"We are thrilled," said Max Schrems, 24, who speaks for the group. "It is far more than what has previously been achieved in Europe. There are a lot of things that they have to change, far more than what they have had to change before."

Second air drop for stricken Russian fishing ship (AP)

WELLINGTON, New Zealand ? A New Zealand air force cargo plane flew to Antarctica on Wednesday to drop sea pumps and hull patches to a leaking Russian fishing vessel, stuck in the frigid waters after hitting sea ice last week.

The vessel Sparta, with 32 crew in board, hit underwater ice Friday that tore a 1-foot (30-centimeter) hole in the hull and caused it to list at 13 degrees. Rescue ships, hampered by heavy sea ice, were still several days away from the Ross Sea shelf area of northern Antarctica where the stricken ship sits immobilized.

Maritime New Zealand, which is coordinating rescue attempts, said Wednesday this second air drop of vital pumps and patches will help the crew in their fight to keep the ship afloat after it was damaged below the waterline.

Search and rescue mission coordinator John Dickson said the crew's efforts over the past few days meant the vessel was now back on an even keel and "the crew only needs to resume pumping occasionally to keep ahead of the water ingress."

A New Zealand Defense Force C-130 plane was scheduled to drop the extra equipment, including patches for its torn hull, to the vessel later in the day.

Weather conditions in the area were reasonably good, with occasional snow showers and clouds, but were forecast to worsen Thursday, Dickson said.

The crew is made up of 15 Russians, 16 Indonesians and one Ukrainian, the agency said.

The latest cross-Channel squabbling ? triggered in part over a tense European Union summit last week ? bared efforts to win political points at home at a time when the financial crisis has pinched both governments.

The rabble-rousing also comes despite the lockstep military effort between the two countries in the NATO-led air campaign that helped spell the end of Moammar Gadhafi's longtime reign in Libya.

France and Britain, rivals for centuries, have been strong ? if at times uncomfortable ? allies since the 20th century. As western Europe's top military powers, they cooperate closely on defense and were joint pillars of the NATO-led air campaign that helped spell the end of Moammar Gadhafi's reign in Libya.

Friday's war of words got going as French Finance Minister Francois Baroin sought to deflect investor fears across the Channel to Britain, hours after the national statistics agency predicted France will slide into recession.

"We would prefer to be French right now than British, in terms of the economy," Baroin told Europe-1 radio.

Echoing comments from several top French officials this week, Baroin suggested ratings agencies should be paying more attention to Britain: "The economic situation of Britain is worrying today."

With French presidential and legislative elections on tap next spring, President Nicolas Sarkozy's conservatives have been on the defensive in recent weeks amid rumblings that France ? the eurozone's No. 2 economy after Germany ? may soon face a credit-rating downgrade.

Late Friday, Fitch ratings agency said it was keeping France's credit grade at Triple-A, but was revising its outlook on French sovereign debt to negative, from stable.

In Brussels last week, Cameron was the only European Union leader out of 27 to refuse to consider a new treaty that would impose tougher controls on state budgets to avert wider financial crisis. His decision left him isolated.

But in Britain, Cameron has been praised by many for his decision to hardball his European allies over their fiscal pact ? and some opinion polls show his governing Conservative Party winning a clear boost from the tough stance.

In a speech on religion in Oxford, Cameron appeared to take a swipe at France, switching focus from the economy to tolerance for minorities in the two countries. "Many people tell me it is much easier to be Jewish or Muslim here in Britain than it is in a secular country like France," Cameron said.

Britain's deputy prime minister Nick Clegg, leader of the pro-European Liberal Democrats who opposed Cameron's move to snub the European pact, urged French Prime Minister Francois Fillon to end the sniping from Paris.

During a trip to Brazil on Thursday, Fillon ? whose wife Penelope is Welsh ? acknowledged to reporters that France's debt was too high, before pointing to "our British friends who are even more indebted than we are."

"For the moment, the ratings agencies don't seem to notice," he said.

Clegg's office said Fillon had called him from Brazil to say that "it had not been his intention to call into question" Britain's credit rating.

Meanwhile, Clegg told Fillon that the recent remarks by some French officials about the British economy were "simply unacceptable and that steps should be taken to calm the rhetoric," the statement said.

Late Thursday, French statistics agency Insee forecast that the country's economy would shrink this quarter and next amid a worsening outlook for the whole 17-nation eurozone. Insee predicted the economy would contract 0.2 percent in the fourth quarter and 0.1 percent in the first quarter of 2012, and forecast renewed but weak growth in the second quarter.

"The Artist," "Shame" not eligible for WGA Awards (Reuters)

LOS ANGELES (TheWrap.com) ? "The Artist," "Like Crazy," "Margin Call," "Shame" and "Tinker, Tailor, Soldier, Spy" are among the films considered contenders for the two Oscar screenwriting awards -- but they won't be in the running for the Writers Guild Awards, falling victim to the tighter qualifying rules that annually rule out a number of Oscar hopefuls.

Unlike most Hollywood guilds, which allow nominations to go to those who aren't members and those whose films are not made under guild guidelines, the Writers Guild of America restricts its awards to its members, or to scripts written for productions that are signatories to the guild's Minimum Basic Agreement.

Although foreign movies made under the rules of five affiliated international guilds can also qualify, WGA requirements regularly disqualify a number of low-budget productions and films made outside the United States.

Very few films released by the Weinstein Co., for instance, ever qualify for the WGA Awards; last year's Oscar winner "The King's Speech" did not, and this year the company's releases "The Artist," "The Iron Lady" and "My Week With Marilyn" are all ineligible.

Other films that have failed to qualify include Fox Searchlight's "Martha Marcy May Marlene" and "Shame" (though the company's "The Tree of Life" and "The Descendants" are in the running), and Sony Pictures Classics's "Carnage," "The Skin I Live In" and "Take Shelter."

Also out of the picture: "Albert Nobbs," "Beginners," "Drive," "The Iron Lady" and "Rango."

Even films that would qualify must submit entry forms to the guild to become eligible.

According to In Contention's Kris Tapley, who first obtained copies of the WGA ballots, only 33 films qualified for the WGA's adapted screenplay category, and 55 for original screenplay.

Typically, about one-third as many screenplays qualify for the WGA Awards as the Oscars.

Going by the Gurus of Gold chart at Movie City News, four of the Top 10 Oscar contenders in the Original Screenplay category, and six of the top 12, are ineligible. The Adapted Screenplay category takes less of a hit, with two of the top 10 ineligible.

Two years ago, only four of the 10 WGA nominees received Oscar writing nominations; last year, six out of the 10 guild nominees won Oscar nods.

But the only Oscar winner not to at least receive a WGA nomination during that time was David Seidler for "The King's Speech."

Unite sells out Sparks over legal challenge to strike | libcom.org

The threat of a legal challenge should come as no surprise in this instance. Balfour Beatty is, as Unite the Union point out, the "ringleader" in forcing through the new BESNA agreement. They are also one of the main players in the continued blacklisting of trade unionists from construction work. As such, in their desire to hamstring workers trying to defend what they already have, it is little wonder that they are prepared to simply wave the draconian ballot restrictions at the union until the ballot is re-run.

What might be more surprising is that Unite actually complied. When they faced a similar situation at British Airways, the company had to get a high court injunction in order to cancel the strike at the last minute. Moreover, the RMT Union's landmark victory against Serco means that Balfour's ability to have the vote thrown out on a technicality is less clear cut. Yet the threat alone was enough to make the union back down - albeit with some angry words - and comply with the company's demand. This fits in with Adam Ford's prediction that "Unite bureaucrats will need to find a way of selling defeat to a largely militant rank-and-file," and the use of the most draconian anti-union laws in Europe almost does the job for them.

The deadline for workers to sign the new contracts or be let go is 7 December. As a mechanical worker I spoke to at a recent Sparks demo in Liverpool noted, the lads will be pulled in the office one-by-one and made to sign. That pressure and the fact that the whole industry is casualised and you can be let go at a moments' notice mean that by capitulating so easily ahead of an already tight deadline the union has effectively abandoned the workers to their fate.

This leaves a lot hanging on how the rank-and-file respond to the latest news. Already, it seems that some pickets are being organised for Wednesday at sites across the country. Though the official action has been overturned, a nationwide wildcat strike would arguably be more effective as it would be beyond the control of Unite bureaucrats and workers themselves can decide how it progresses. If there are pickets, in many places workers will refuse to cross. We have already seen sites shut down by sheer force of numbers, offices occupied and one company forced to back out of BESNA. That same level of militancy and solidarity needs to be displayed now.

The Sparks against de-skilling and 35% pay cuts Facebook group is here and will carry news of planned protests. If you can get down to one, M&E worker or not, show your solidarity and add your voice to theirs. Even if what happens on the day falls short of a national wildcat strike, those taking action will still need to take control of their own struggle back from sellout union officials. We should all help that in every way we can.

The first South Park: The Game details have emerged from the latest issue of Game Informer. As has already been reported, Fallout: New Vegas developer Obsidian Entertainment is developing the title. THQ will publish the game next year.

-The first game Parker and Stone have directly participated in, writing the script and the dialogue.

-Parker has always preferred silent protagonists in RPG?s, so the player?s character will be silent.

-The player?s character will be fully customizable.

-Your character has a smartphone that acts as the primary game menu and has a facebook-like app show your number of friends you have and your current standing with the various kid factions.

-There are five classes, which are wizard, paladin, adventurer, rogue, and a fifth unannounced class.

-Obsidian is using the Dungeon Siege III engine.

-Obsidian developed a dynamic lip-syncing tool to accommodate changes to the script.

-Parker and Stone gave Obsidian 15 years of assets used during the show and a detailed list of approved textures and colors.

-Critical hits, cash rewards, experience, and consumables are in the game.

-Parker hates unskippable cutscenes.

-The humor will be more focus on the games they have played in the past but Parker mentions that games have lampooned other games before so they don?t want to do exactly that instead they are focusing more on RPG?s on how big and bombastic they can get sometimes.

Combat

-Combat system is like Paper Mario and the Mario & Luigi games.

-If player initiates combat they will attack first and vice versa.

-X button is for melee attacks, pressing it in well-timed succession will result in multiple hits.

-Timed inputs occur for defense as well for reduced damage.

-Obsidian doesn?t want the player to have to sit and watch animations play out; they?re incorporating dynamic camera angels at certain times, such as a Ro Sham Bo attack that stuns an enemy.

RPG

-Enemy encounters are visible on the map.

-Soda are health potions and Tweak?s coffee is a haste item.

-There are melee and ranged weapons, as well as a lightning powered Okama Gameshpere that is a magic item.

-There is a Final Fantasy Materia like system in the game to augment weapons with various abilities like fire, poison, and electricity.

-There is a Summon System but they are not able to talk about it.

Collectibles

-There are collectibles to look for in the environments, some appear throughout the game while other are in specific areas.

-An example of a collectible is a Chinpokomon doll and a magazine, Chinpokomon dolls are not all the same model Obsidian are using various models that appeared in the episode.

Other

-When Obsidian were first coming up with ideas they show Parker and Stone a quest where you go into a cave and fight a giant bat boss that Ike is riding on, Parker and Stone said that the quest wasn?t Southpark, that it was a generic video-game. Parker and Stone then mention a quest to get Kung Pao Chicken from City Wok, to readjust Obsidian focus.

-When they start making the town hub Parker and Stone realized that they a true layout for the town, so they had fun figuring out where everything went.

-There will not be any platforming, they tried jumping early on but it didn?t seem right.

-They talk about how they have had to scrap level because the perspective wasn?t right because everything is hand illustrated and hand animated.

-They talk about the challenges of making a comedy driven game, Portal 2 is mention, they say if Portal 2 dialogue was on top of a shitty game it wouldn?t be as good, so they want to make a game that is as good as the dialogue.

Interview with Trey Parker and Matt Stone

-Parker and Stone really enjoy rpgs and they do think that rpgs are the best fit for southpark.

-They were asked of how making a rpg story differs for an episode, they say that the learning curve was be bigger than anything they have done other then their Broadway musical.

-Visual and Visual style seen in episodes like ?Good Times With Weapons?, or the live action hamsters in ?Pandemic? will not be in the game they want to keep a simple 2D style.

-Parker has been a lifelong gamers, he really likes rpgs because he like the singleplayer nature of them so he doesn?t like or get MMO?s. His favorite game is Oblivion.

-Matt when he was young used to play the old Infocom game and Wizardry and likes open world games like Arkham City, Infamous, Grand Theft Auto, Red Dead Redemption, and also hockey and soccer games. He mention that he is more of a button masher and remember Serious Sam because he likes to shoot shit and blow shit up but he is now more interested in games like Arkham City and he hasn?t play a RPG in year because he got tired of walking everywhere. His favorite game is FIFA and he mentions getting his ass kick online by kids with English Accents.

-Lastly they joke how this Southpark game will be a cross between Obilivion and FIFA were ?you gotta go kill a bunch of monsters and shit but you can only use your feet.?

-The first concept art is a ?Gnome Mine? a concept, my guess underpants gnomes.

-The second concept art is ?UFO Crash Site?, it shows Kenny, Cartman, Stan, and Kyle in front of a military fence with a UFO further away in a forest surround in mountains.

Wife: US official accused in Chile has Alzheimer's (AP)

NICEVILLE, Fla. ? An ex-U.S. Navy officer named in a Chilean extradition request tied to the 1973 execution of two Americans during the Pinochet dictatorship has Alzheimer's and is living in a U.S. nursing home, his wife said Thursday.

Patricia Davis told The Associated Press in a telephone interview from her Florida home that her husband, former U.S. Navy Capt. Ray E. Davis, "doesn't open his eyes. He doesn't speak. ... He doesn't recognize me. I don't count anniversaries anymore."

She refused to say which nursing home he is living in.

Davis noted her husband previously denied charges that he was involved in the killing of journalist Charles Horman and student Frank Teruggi, both U.S. citizens. Horman's plight was dramatized in the Academy Award-winning 1983 film "Missing."

Ray Davis commanded the U.S. military mission in Chile at the time of the Sept. 11, 1973, coup that toppled socialist President Salvador Allende and put Gen. Augusto Pinochet in power. As part of his duties, Davis worked as a liaison between the U.S. and Chilean militaries.

"He always spoke about them openly," Patricia Davis said of the charges against her husband. "He didn't have any hidden thing about this. He was always a perfect military man."

Chilean lawyer Sergio Corvalan, who represents Horman's widow, told the AP that he believed Ray Davis was also in the U.S.

"That the latest information that we have had," Corvalan said.

Horman had worked as a screenwriter for Chile's state film company during Allende's government and was investigating suspected U.S. military involvement in the coup when Chilean authorities detained him, according to the extradition request by Chilean Judge Jorge Zepeda, which was announced Tuesday.

Zepeda wrote that U.S. agents had labeled Horman's film activities "subversive," a characterization repeated by Chilean intelligence officials who later executed him. The request adds that "there are presumptions that following the covert operations that (Davis) completed in Chile, designated against Charles Edmund Horman Lazar, he decides to not annul the decision of the material authors of this death, despite having the possibility of doing it."

U.S. journalist John Dinges, who has written extensively about the history surrounding the coup, said the judge's request goes further than the movie "Missing," which accused U.S. officials of tacitly tolerating Horman's execution.

"They're saying (Davis) produced the information that led to his death and when Chileans consulted about it, he decided not to oppose it," Dinges said. "That's pretty strong, I think."

Chile's Supreme Court must still approve the extradition request. Tuesday's court statement also said retired Chilean army Brigadier Pedro Espinoza Bravo had been charged in the murders. The request cites Chilean and U.S. documents from the period.

Dinges said the U.S. would not likely extradite Davis, but extradition treaties usually require the host country to conduct its own investigation into the matter as an alternative.

"Two American citizens killed by a friendly government with the suggestion that we might have had something to do with this ? it was never investigated but now it should be," Dinges said.

Reached by telephone Thursday, Terry Simon, a friend of Horman, said she was with him in the Chilean coastal city of Vina del Mar during the coup and said she believed Horman was killed because of information U.S. Navy officials shared with them as they waited to return to the capital.

Simon said Navy officials told them that U.S. ships were off the coast during the coup, and one American suggested he had been on board a Chilean ship then. Simon said she believes she wasn't arrested because she had moved to a downtown Santiago hotel, while Horman stayed at his house.

"I think because of what we learned ... and being with the U.S. naval group, I think that's why Charlie was picked up and killed," Simon said.

Davis gave Simon and Horman a ride back to Santiago, she said.

"Capt. Davis met us through the people in Vina, so it could have very well been that he was asking them questions and somehow found out they had really told us a lot of information at the time when the U.S. was denying any kind of support or involvement," Simon said.

Rafael Gonzalez Verdugo, an ex-Chilean intelligence officer, said he was asked to translate for Horman on Sept. 17, 1973, during an interview with Gen. Augusto Lutz.

"I ask if they see if there's information about Horman," Gonzalez said. "They don't hesitate and tell me, 'Negative.' ... This was the 17th. On the 18th, a military patrol delivers Horman to a morgue and say they found him in the street, shot."

Australian court extends ban on Galaxy tab sales (AP)

SYDNEY ? Apple Inc. won a small victory on Friday in its global patent battle with rival Samsung, after Australia's highest court temporarily extended a ban on sales of Samsung's Galaxy tablet computers in the country.

Samsung Electronics Co. is desperate to begin selling the Galaxy in Australia in time for Christmas sales, but the High Court's decision means the device can't go on the market until at least Dec. 9.

Apple took Samsung to court in Australia after accusing the Suwon, South Korea-based company of copying its iPad and iPhone. In October, a Federal Court judge ordered Samsung to halt sales of the device ahead of a trial. Samsung appealed, and on Wednesday, a full bench of the Federal Court threw out the earlier ruling and said Galaxy sales could resume on Friday.

But Apple immediately appealed that decision to the High Court, which on Friday said the temporary injunction against sales would be extended for another week while it considers Apple's latest arguments.

"Samsung believes Apple has no basis for its application for leave to appeal and will vigorously oppose this to the High Court," Samsung said in a statement.

The legal back-and-forth is all part of a larger, international battle over the technology giants' competing tablets. Cupertino, California-based Apple struck first when it sued Samsung in the United States in April, alleging the product design, user interface and packaging of the Galaxy "slavishly copy" the iPhone and iPad. Samsung hit back with lawsuits accusing Apple of patent infringement of its wireless telecommunications technology.

The companies have now filed lawsuits in 10 countries. Courts in several nations, including Germany and the Netherlands, have issued rulings that favor Apple.

Apple spokeswoman Fiona Martin declined to comment on Friday's ruling, instead issuing a general statement blasting Samsung.

"It's no coincidence that Samsung's latest products look a lot like the iPhone and iPad, from the shape of the hardware to the user interface and even the packaging," Apple said in the statement. "This kind of blatant copying is wrong and, as we've said many times before, we need to protect Apple's intellectual property when companies steal our ideas."

Google in Talks with Retailers to Take on Amazon [REPORT] (Mashable)

Google is talking to major retailers about a new plan to undermine Amazon by giving consumers who shop on the web an option to receive their orders within 24 hours for a low fee, according to a report. Google has pitched the idea to Macy's, Gap and OfficeMax, among others, according to The Wall Street Journal, which cited "people familiar with the matter." A Macy's rep told WSJ that Google "approached us with the idea, but we haven't made any decisions."

The plan would add a quick shipping service to Google's current product search feature. Google would oversee the shipping feature, which would show whether stores have a product in stock and can deliver it within a day. The program might involve the United Parcel Service and local courier services, according to the WSJ.

Google plans to test the service in the San Francisco area sometime next year, according to the report.

EU monetary chief sees 10 days to rescue euro zone (Reuters)

BRUSSELS/LONDON (Reuters) ? Europe faces a crucial 10 days to save the euro zone after agreeing to ramp up the firepower of its bailout fund but acknowledging it may have to turn to the International Monetary Fund for more help to avert financial disaster.

"We are now entering the critical period of 10 days to complete and conclude the crisis response of the European Union," Economic and Monetary Affairs Commissioner Olli Rehn said on Wednesday as EU finance ministers met.

Euro zone ministers agreed on Tuesday night on detailed plans to leverage the European Financial Stability Mechanism (EFSF), but could not say by how much because of rapidly worsening market conditions, prompting them to look to the IMF.

Italian and Spanish bond yields resumed their inexorable climb towards unsustainable levels on Wednesday, as markets assessed the rescue fund boost as inadequate.

Stocks fell and the euro weakened after ratings agency Standard & Poor's hit some of the world's leading banks with a credit downgrade.

"It must also be remembered that the EFSF is already funding at very wide (borrowing) levels over Germany, struggled in its last auction to raise the required funds and would have its rating put under severe pressure by any rating downgrade of France," Rabobank strategists said in a note.

"This must call into question any plans related to the EFSF. It is yesterday's solution and the market has simply moved on."

Two years into Europe's sovereign debt crisis, investors are fleeing the euro zone bond market, European banks are dumping government debt, south European banks are bleeding deposits and a recession looms, fuelling doubts about the survival of the single currency.

"We are now looking at a true financial crisis -- that is a broad-based disruption in financial markets," Christian Noyer, France's central bank governor and a governing council member of the European Central Bank, told a conference in Singapore.

The 17-nation Eurogroup adopted detailed plans to insure the first 20-30 percent of new bond issues for countries having funding difficulties and to create co-investment funds to attract foreign investors to buy euro zone government bonds.

Both schemes would be operational by January with about 250 billion euros from the euro zone's EFSF bailout fund available to leverage after funding a second rescue program for Greece, Eurogroup chairman Jean-Claude Juncker said.

The aim was for the IMF to match and support the new firepower of the EFSF, Juncker told a news conference.

But with China and other major sovereign funds cautious about investing more in euro zone debt, EFSF chief Klaus Regling said he did not expect investors to commit major amounts to the leveraging options in the next days or weeks, and he could not put a figure on the final size of the leveraged fund.

"It is really not possible to give one number for leveraging because it is a process. We will not give out a hundred billion next month, we will need money as we go along," Regling said.

RADICAL MEASURES?

Most analysts agree that only more radical measures such as massive intervention by the ECB to buy government bonds directly or indirectly can staunch the crisis.

The prospects of drawing the IMF more deeply into supporting the euro zone are uncertain. Several big economies are skeptical of European calls for more resources for the global lender.

The United States, Japan and other Asian states are hesitant to chip in unless Europe commits to first use its own resources to fix the problem and peripheral euro zone states map out more concrete steps on fiscal and economic reforms.

"Nobody wants to spend money on something they doubt would work," a G20 official said.

"That goes not only for Europe but for any other country outside Europe. The threshold for seeking IMF help is quite high. Those seeking help need to be willing to give up some of their jurisdiction on fiscal policy and willing to undergo painful reform. Mere pledges and speeches won't do."

New Italian Prime Minister Mario Monti outlined his plans to the euro zone ministers and was told he would have to take extra deficit cutting measures beyond an austerity plan already adopted to meet its balance budget promise in 2013.

Italian bond yields are now above the levels at which Greece, Ireland and Portugal were forced to apply for EU/IMF bailouts, and Rome has a wall of issuance due from late January to roll over maturing debt.

GREECE GETS CASH

The Eurogroup ministers agreed to release their portion of an 8 billion euro aid payment to Greece, the sixth installment of 110 billion euros of EU/IMF loans agreed last year and necessary to help Athens stave off the immediate threat of default.

Juncker said the money would be released by mid-December, once the IMF signs off on its portion early next month.

G20 leaders promised this month to boost the agency's warchest. However, another G20 source said policymakers had made no progress since then in efforts to boost IMF resources, which at current levels may not be sufficient to overcome the crisis.

EU sources said one option being explored is for euro system central banks to lend to the IMF so it can in turn lend to Italy and Spain while applying IMF borrowing conditions.

"We will discuss with the ECB. The ECB is an independent institution, so we will put on the table some proposals and after that it is for the ECB to take the decision," Belgian Finance Minister Didier Reynders told reporters.

With Germany opposed to the idea of the ECB providing liquidity to the EFSF or acting as a lender of last resort, the euro zone needs a way of calming markets and fast.

The ECB shows no sign yet of responding to widespread calls to massively increase its bond-buying although EU officials said it may have to shift, even if the EFSF was bolstered by IMF help.

"Despite the attempt to leverage the EFSF, I would agree that the IMF and European Central Bank have to be in the boat," one euro zone source told Reuters.

A Reuters poll of economists showed a 40 percent chance of the ECB stepping up purchases with freshly printed money within six months, something it has opposed so far.

The poll forecast a 60 percent chance of an ECB rate cut to 1.0 percent next week and a big majority of economists said they expect the central bank to announce new long-term liquidity tenders to help keep banks afloat at its next meeting on Dec 8.

EU powerhouse Germany has pinned its efforts on a drive for closer fiscal integration among euro zone members with coercive powers to veto euro zone members' budgets that breach EU rules.

Chancellor Angela Merkel told lawmakers she would not make a deal at a December 9 European Union summit to drop resistance to joint euro zone bonds in exchange for progress on strengthening fiscal rules, MPs quoted her as saying.

She told a closed-door meeting Europe was "a long way from euro bonds," suggesting they may not be ruled out forever.
