New Delhi, June 30? The government Friday issued draft guidelines on the General Anti Avoidance Rules (GAAR), inviting comments from different stakeholders and clarified that Prime Minister Manmohan Singh will take final call on the issue after receiving feedback.

The Central Board of Direct Taxes (CBDT) issued the draft guidelines inviting comments and suggestions from different stakeholders.

A clarificatory note released by the Prime Minister?s Office said that Manmohan Singh has not seen the draft guidelines and would take a final call on the issue after receiving feedback from the stakeholders.

Distancing itself from the guidelines, the PMO said it was issued from the ?official level of the finance ministry? and it has no approval from the prime minister, who now holds finance portfolio following Pranab Mukherjee?s quitting to contest the July 19 presidential election.

?The GAAR guidelines that have been put up on the government website from the official level of the finance ministry and shared with some stakeholders are only draft guidelines and have been put out for receiving wide-ranging feedback and for discussion purposes only,? the Prime Minister?s Office said.

?These have not been seen by the prime minister and will be finalised with the approval of the prime minister, who holds the finance portfolio, only after considering the feedback received,? it added.

The draft guidelines are put on the finance ministry and income tax department websites. Comments and suggestions on the issue have been invited till July 20, 2012.

The CBDT clarified that the proposed rules, which aims at checking loopholes in the taxation system and trace tax evaders, will be implemented from April 1, 2013.

Pranab Mukherjee had proposed the new rules in the union budget for 2012-13 presented in March.

However, implementation of the rules was deferred by a year following widespread protests from business community, especially overseas investors.

According to the guidelines, the foreign institutional investors (FIIs) would be exempt from the new rules. The controversial tax avoidance rules will not cover participatory notes, through which many foreign investors invest in India.

The guidelines also calls for a monetary threshold for implementation of GAAR.

?The committee feels that in order to avoid the indiscriminate application of the GAAR provisions and to provide relief to small taxpayers, there should be monetary threshold for invoking the GAAR provisions,? it said.

The draft guidelines have been prepared by a committee chaired by Director General of Income Tax (International Taxation).

Having hoped to put its embarrassing unintended acceleration scandal behind it, Lexus is now recalling two more models due to the possibility loose floor mats could cause accelerator pedals to jam, leading the vehicles to surge out of control.

The two models covered by the latest recall are the Lexus RX 350 and RX 450h hybrid, with a total of nearly 134,000 vehicles involved.? The new service actions are relatively modest when compared to the millions of vehicles covered by earlier sudden acceleration problems, but the latest recall puts Toyota back into the spotlight after having spent the last several years trying to rebuild its reputation for high quality and reliability.

?It was just beginning to fade from people?s memories,? said analyst Rebecca Lindland, of IHS Automotive.? ?This is like scratching an old wound.?

Arguably the worst public relations crisis in Toyota Motor Co. history began in mid-2009 when a California Highway Patrol officer and several family members were killed when a Lexus they had borrowed surged out of control, plunging off a highway and bursting into flames.

While Toyota had been facing accusations of unintended acceleration for some time the event led the automaker to order the recall of 3.8 million Lexus and Toyota brand vehicles because loose mats could catch under the accelerator pedal.? Two months later it added a second callback, this one involving millions more vehicles equipped with potentially sticky accelerator assemblies.?

Then, in early 2010, Toyota announced it would temporary halt production of some of its most popular vehicles to replace the accelerator units. ?

Further complicating matters, the maker was slammed by a series of unrelated problems, from steering issues with the Corolla or minivans that were experiencing severe corrosion problems.? In all, Toyota was forced to recall more than 10 million vehicles ? a company that was long known for bulletproof reliability ended the year with more recalls than any other manufacturer in the business.

Critics contended that the two recalls did not address all the problems allegedly causing Toyota products to race out of control.? That possibility was raised during angry hearings on Capitol Hill in which Toyota President Akio Toyoda came under severe criticism.

Federal safety regulators also were targeted for allegedly going soft on the maker, secret documents suggesting Toyota had found ways to get the National Highway Traffic Safety Administration to back down on one earlier safety problem, saving the company millions of dollars.

Shift to City Living Threatens Auto Industry

The government empowered two separate independent studies, one run by NASA, the other by the National Science Academy, looking into the possibility of unknown gremlins that might be causing Toyota?s electronic engine controllers to malfunction.? Both studies cleared the maker ? driver error taking the bulk of the blame.?

But investigators also suggested it was possible that they simply hadn?t been able to isolate random electronic issues.? That claim has been the centerpiece of extensive legal action aimed at Toyota by those claiming to have experienced unintended acceleration.

The latest recall harkens back to the very first Toyota ordered to deal with the ?UA? issue, potential carpet entrapment forcing it to order repairs on 131,800 2010-model RX 350 crossovers and another 22,200 RX 450 hybrids.

?It will be interesting to see if that affects efforts to settle the ongoing legal problems,? said analyst Lindland.

Owners of the involved vehicles will receive a safety recall notification by first class mail in early August 2012. ?Lexus dealers will remedy the involved vehicles at no cost to the customers.

5. Lastly, you can copy the desktop files and folders that are present on network to your laptop.

Former principal charged in fatal Fla. stabbings

LEALMAN, Fla. (AP) ? After Anthony Giancola was arrested five years ago for buying crack cocaine at the Tampa Bay-area middle school that he oversaw as principal, he told reporters that he needed to make some changes.

"I need to get my life together, and then maybe from that other people will learn not to, you know, make the mistakes that I've made," Giancola, who lost his job, told WFLA-TV in February 2007.

Now, the 45-year-old Giancola could face the death penalty or life in prison if he is convicted of first-degree murder. Authorities say he went on a drug- or alcohol-induced rampage on Friday, stabbing several people ? killing two ? before driving his car into a crowded porch and brutally attacking a couple at a motel they ran.

"You'll be very proud of me, I just killed 10 drug dealers," Giancola told his mother afterward, according to Pinellas County Sheriff Bob Gualtieri.

The sheriff said Giancola was bloody and "apparently high on drugs, intoxicated."

Giancola was arrested Friday afternoon. Authorities said there were 11 victims in all, and several are being treated at area hospitals for injuries ranging from minor to life-threatening.

"This is the worst of the worst here, because this does appear to be a random crime at this point," the sheriff said.

Capt. Sanfield Forseth of the Pinellas Park police said Friday evening that the suspect's motive is not known, but said of the victims: "These people were not drug dealers" as far as police can tell.

The crime spree began shortly before 10:45 a.m. in Lealman, a small city in Pinellas County, about 20 miles west of Tampa.

That's when Giancola went to a group home for the hearing impaired and stabbed four people, authorities said. Officials said Justin Lee Vand, 27, died at the scene, and Mary Anne Allis, 59, died at a nearby hospital. Injured were Danielle Whitney Gilbert, 25, and Janice Denise Rhoden, 44. Of the two wounded, one person was reported to be in serious condition. A child who lived there was not home at the time, said neighbors, who were stunned by the day's events.

"It's crazy," said Ken Seidl, 52, who lives down the street from the group home. "There's always problems in this neighborhood. Drugs, prostitution, but never (anything) this drastic."

Pinellas County Sheriff's spokeswoman Cecelia Barreda said officers were still piecing together the timeline.

"It appears at this moment, this is all random," Barreda said.

Shortly afterward, Giancola went to the Kenvins Motel in the nearby city of Pinellas Park, where he attacked the married couple who own the motel with a hammer, police say. Kanu and Indiranden Patel, both 57, were taken to a nearby hospital for treatment. The husband is in critical condition, officials said.

Around 11:30 a.m., investigators believe Giancola pulled up in front of a house in Pinellas Park and asked residents where he could find women. The residents told him to go away, and Giancola drove away angry. He soon returned and crashed his car into their porch, injuring three women and one man, police said. The women were taken to a nearby hospital, but the man refused treatment.

WFLA-TV reported that a witness jotted down the license plate of Giancola's maroon Ford sedan.

Giancola's vehicle also struck a 13-year-old boy on a bike, authorities said. The boy's injuries were minor.

The boy, Kole Price, told The Tampa Bay Times that he was pedaling home after fishing that morning with his grandfather. The boy alleged that after the vehicle hit him, the driver intentionally ran into him again. The car backed up again and the boy hid behind a telephone pole and a Buddhist shrine that had been erected on the roadside.

"I think that guy was a nut job and he was like messed up or something," the boy told WTVT-TV in Tampa.

The Times reported that Giancola's mother and sister picked him up as he sat in his idling Ford outside the Egg Platter restaurant. They took him home, but he didn't stay, so they called deputy sheriffs.

By that time, officers had spoken with victims who were able to communicate and had pieced together the name of the suspect, Barreda said. A police dog tracked Giancola to near a storage facility and that's where he was arrested.

Giancola was first arrested in 2007. Authorities said he bought $20 of crack cocaine from an undercover police officer during the school day in his office at Van Buren Middle School in Tampa. Giancola eventually pleaded guilty to purchasing crack cocaine, possessing crack cocaine and possessing marijuana. Court records show he was sentenced to a year in jail and three years of probation.

A message left at a telephone listing for Giancola seeking comment from his family wasn't immediately returned. It wasn't clear if he had an attorney.

The sheriff's office said the Florida Highway Patrol was investigating the hit-and-run, and Pinellas Park police were investigating the motel attack.

Pa. priest case points up conscience vs. obedience

PHILADELPHIA (AP) ? Mild-mannered Bill Lynn proved a loyal, likable colleague as he climbed the ranks of the powerful Roman Catholic Archdiocese of Philadelphia.

A jury on Friday found the meek monsignor too loyal for his own good, convicting him of a felony for refusing to challenge his cardinal and stop the cover-up of child sex abuse by priests.

Lynn's conviction is the first for a U.S. church official and comes in a diocese now beset by layoffs, parish closures and a new round of soul searching over the long-running abuse scandal.

"Why does this stand out? Because he didn't say no," said Chris Walsh, a city pastor who leads the Association of Philadelphia Priests, an independent group formed last year to gather support and information for rank-and-file priests.

Lynn's conviction comes the weekend some Philadelphia parishes are celebrating their final Masses before closing for good and priests are saying goodbye before their traditional June transfers. Meanwhile, the archdiocese is cutting 45 jobs to help close a $17 million deficit, which it calls unrelated to legal bills that hit $10 million this fiscal year, not even counting most of Lynn's trial costs.

Lynn, 61, is spending his first weekend in custody. He faces 3 1/2 to 7 years in prison on the endangerment charge.

His case shines light on the culture of obedience ingrained in Catholics, especially priests. Archdiocesan priests in Philadelphia take vows of obedience to their archbishop, and trial testimony demonstrated that Cardinal Anthony Bevilacqua treated a priest whistle-blower more harshly than some priest abusers.

"You don't say no to Cardinal Bevilacqua," Monsignor James Beisel said last month when he testified as a defense witness.

The trial shows the need for renewed debate about the relationship between obedience and conscience, one Catholic academic said.

"The Catholic church hierarchy certainly thinks there's too much discussion in the U.S. about conscience, that people use it to justify any kind of proclivity," said Mathew Schmalz, a religious studies professor at the College of the Holy Cross in Worcester, Mass. "But in this case, there are some really deep issues about when do you stand up to the actions of those superiors."

Lynn, after a stint as a seminary dean, was hand-picked by Bevilacqua for the secretary for clergy's office in 1991. He spent a year as an understudy before becoming secretary in June 1992. He soon learned the job involved more than priest assignments and routine personnel matters.

There also was the matter of the secret church archives containing child sexual abuse complaints lodged over the years against Philadelphia priests. There were hundreds of them, dating to the 1940s. And more than 100 priests, many of them still active, were accused.

Bevilacqua wanted Lynn to spearhead the complaints.

"I never asked for an assignment, and I never asked out of one," Lynn testified.

By his own account, Lynn was an adept bureaucrat. He was organized. He was hardworking. And he was discreet.

Lynn and his assistant, Beisel, set out to gauge the scope of the problem. They took to the task each night for about two weeks, using passcodes to enter the locked room near the golden-domed Basilica of Saints Peter and Paul that housed the secret files. Beisel couldn't stand it. Given the late hour, he just wanted to hurry up and get home, he testified.

Nonetheless, they compiled a 15-page list of names and sex acts, noting whether the priests were diagnosed pedophiles or presumed guilty based on their own admissions. They also noted whether the statute of limitations had run for legal action.

A version of that list became a smoking gun at trial. The list went missing for more than a decade. Lynn told a grand jury about it in 2004 but said he couldn't find it. A copy that had been stashed in a locked, long-abandoned safe surfaced at the archdiocese days after Bevilacqua's death in January. So, too, did a 1994 memo that shows Bevilacqua ordering Lynn's supervisors to shred all copies of the list.

Many institutions try to protect their reputations, but shredding documents takes it to a new level, Schmalz said.

"Shredding documents ? especially with Watergate and all this history we have of institutional malfeasance ? does have a symbolic significance that goes beyond the view of the Catholic church as being closed and insular," he said. "So it is shocking to think what must have gone on leading up to that decision."

The task fell to Monsignor James Molloy, who died in 2006. But Bishop Joseph R. Cistone signed off as witnessing the list's destruction. He now leads the diocese of Saginaw, Mich. Neither he nor retired Allentown Bishop Edward Cullen, Bevilacqua's top aide, was called to testify.

Nor did they come to Lynn's defense. Few, if any, church officials have stepped forward to share in the blame for the sex abuse scandal, even though District Attorney Seth Williams said Friday that many have "dirty hands."

Walsh said: "The cardinal could have done that a year ago, two years ago, and obviously Bishop Cullen and Bishop Cistone could still do it."

Beisel, overwhelmed by the clergy office job, quit after a year. Lynn stayed for more than a decade. But he was the rare aide to Bevilacqua who was never made a bishop.

By 2004, Bevilacqua had retired, the clergy sexual abuse scandal had erupted in Boston, and a grand jury investigation was under way in Philadelphia. U.S. bishops had adopted a zero tolerance policy for accused priests. And new diocesan panels were being formed to handle abuse complaints, with varying degrees of success.

It was time for Lynn to move on. Submissive to the end, he said he declined to request his next assignment. Instead, he accepted a desirable posting as pastor of a large, upscale parish in suburban Downingtown. He was put on leave after his arrest last year. Loyal parishioners from the parish, St. Joseph's, sometimes attended his trial.

A spokesman for Voice of the Faithful, a Boston-based group formed in the wake of the abuse crisis to try to empower lay Catholics, said it was "obvious that here's this one man sitting (on trial) when there should be scores of people sitting there."

"The moral call to stand when you're guilty and confess seems to have been abrogated by those in power. It was, 'I'm just following orders,'" Voice of the Faithful spokesman Nick Ingala said. "The organization that claims to be the moral authority in the world has given up that moral authority."

KRAKOW, Poland (AP) -Italy is restoring pride in a tarnished national game while England is shaking off past inhibitions.

The European Championship is turning out better than expected for the English and Italians, who meet on Sunday in the quarterfinals.

The Italians are providing a welcome distraction from another match-fixing scandal at home after setting out in the tournament under siege from fans - and the police.

England also entered Euro 2012 at a low ebb after a hastily appointed new coach was given the task of putting together a team which could just compete credibly.

But they've already managed to register a first competitive victory over Sweden and triumph over the host of a European Championship when they beat Ukraine to advance as group winners.

In Kiev on Sunday, England's task will be to chalk up a more significant first - beating a major footballing power in the knockout rounds of a tournament away from home soil.

Not surprisingly, coach Roy Hodgson believes that victory would give England "a bit of an extra glow.

"It would put one of those nasty statistics for a team of England's stature to rest," he said.

Previous knockout victories outside England have been restricted to the World Cups against Paraguay (1986), Belgium and Cameroon (1990), Denmark (2002) and Ecuador (2006).

England's last meeting with Italy in a tournament saw the hosts win the third-place match at the 1990 World Cup. Italy also defeated England 1-0 in the Euro 1980 group stage.

While England is battling the weight of history, the Azzurri are progressing at Euro 2012 despite Italian football being immersed in police investigations. It's not unfamiliar territory for the Italians, who won the 2006 World Cup after a domestic footballing scandal.

Defender Leonardo Bonucci remains in the squad despite being investigated for allegedly helping fix matches while he played for Bari in Serie B in 2009-10.

Keeping the Euro 2012 run going is helping to restore some pride in Italian football, though the side plays down the trouble back home.

"We don't really take it as extra motivation - this team always has great professionals and great players," midfielder Daniele De Rossi said. "It's just a characteristic that Italians carry. Overcoming difficulties is in our DNA."

Pride appears to have been restored in the England team for very different reasons.

Fabio Capello's sudden resignation in February threw the side's Euro 2012 plans into turmoil. But like Italy, the English progressed through the group stage unbeaten and even the public back home appears to be falling back in love with the team.

"There's definitely a spirit there," midfielder Scott Parker said. "People say spirit doesn't win you tournaments, but ... ultimately, that's our base. I'd like to think we have that base back."

"Trust me," he added. "It goes a very long way. You don't want to be surrounded by negativity, or reading things that aren't nice about yourselves or the team."

The team has been immersed in Italian influences since 2008 due to Capello.

And the man set to lead the Italian strike force is also very familiar to them: Manchester City's Mario Balotelli.

England players will also know just how easily the hotheaded striker is prone to losing his cool on the pitch. So will they try to rattle him?

"I'm too much the purist coach to go along that line ... I'm sure if he misbehaves they'll have a word in his ear," Hodgson said.

Wayne Rooney up front for England is every bit as prone to allowing his fiery side to boil over. After all, he was forced to sit out the first two group stage matches after being suspended for kicking an opponent in the last qualifier.

But Italy captain Gianluigi Buffon said: "He's the driving force of their team."

To stifle Italy's flair, Hodgson has stressed the need to remained disciplined just like in the previous five unbeaten matches since he took charge.

"The particular challenge with Italy is in the midfield area where they have a lot of very gifted and experienced players," Hodgson said. "Players who are technically good on the ball."

Steven Gerrard and Scott Parker could have a busy night in the Ukrainian capital shackling Andrea Pirlo, the passing and set piece maestro.

"We'll make certain the wide players won't get themselves too wide to leave gaps to the side of our central midfield players, and one of the two front players will drop a bit deeper to avoid the two central ones being dragged forward," said Hodgson, who worked with Pirlo at Inter Milan.

While England has no injury problems, Italy on Sunday could sorely miss top defender Giorgio Chiellini, whose tournament could be over due to a leg injury.

That isn't concerning another defender, Leonardo Bonucci, too much.

"From the play shown thus far we can say that Italy is stronger than England," he said. "But other factors come into play on the pitch, such as ruthlessness and the desire to win, which we don't lack."

A new study has calculated that more than 26,000 Americans died prematurely in 2010 as a direct result of not having health insurance. The study, published on Wednesday by health care advocacy group Families USA, has raised old questions about whether health insurance coverage has any bearing on a person?s odds of living longer.

Families USA?s key finding ? 26,100 premature deaths a year for those 25 to 64 ? is a figure most would find sobering. This works out to about one death every 20 minutes. But it?s a conclusion that some researchers might have difficulty accepting, since its methodology is similar to that used in an earlier report with a troubled history.

What is certain is that the Families USA report arrives at a loaded moment, with the Supreme Court preparing to issue a judgment on the constitutionality of the Affordable Care Act, the 2010 health care overhaul designed to provide coverage to some 30 million Americans who lack it.

Ron Pollack, executive director of Families USA, said the availability of care is ?not a trivial matter? for the roughly 50 million Americans without health insurance.

?When people are uninsured, what they often do is defer care,? Pollack told reporters on a Wednesday conference call. ?Some people pay the ultimate price when they don?t get that care or don?t get it in a timely manner.?

The Supreme Court is expected to rule on the Affordable Care Act by June 28.

Pollack told reporters that he and his organization ?have great confidence? in the study?s conclusions, which indicate that the premature mortality rate among the uninsured grew slightly higher almost every year from 2005 to 2010.

Yet those findings are based on a methodology used in another study from a decade ago that has met with some skepticism in the research community.

The earlier study, published in 2002 by the Institute of Medicine, claimed to find that 18,000 Americans had died in 2000 as a result of having no health insurance.

The findings were widely repeated and even amplified in 2008, when Stan Dorn, a research associate at the Urban Institute, published follow-up research claiming that by 2006 the number of Americans dying as a result of not having insurance had climbed to 22,000 a year.

But there were also dissenting voices. Richard Kronick, then a professor in the Department of Family and Preventive Medicine at the University of California, San Diego School of Medicine, argued in a 2009 paper that the Institute of Medicine report had failed to correct for certain health-related variables, like smoking and body mass index.

Kronick argued that when these and other health factors were taken into account, no significant difference could be found between people who have insurance and those who don?t.

?The answer suggested by the evidence presented here is that there would not be much change in the number of deaths in the U.S. as a result of universal coverage,? he wrote ? an assertion that a number of policy analysts, of various ideological stripes, said they agreed with, according to the Tampa Bay Times? PolitiFact.

During the call on Wednesday, Pollack defended Families USA?s use of the Institute of Medicine methodology.

The institute is ?probably as prestigious and highly respected as any scientific body,? said Pollack in response to a question from The Huffington Post. If anything, ?most of the criticism? of the 2002 study has accused the institute?s researchers of being ?conservative? rather than inflating the data, he said.

Later, Kim Bailey, research director at Families USA and lead author of the new report, told HuffPost that while ?there are always studies that contradict each other,? the organization considered the Institute of Medicine research to be an ?incredibly rigorous? treatment of available data.

?They?re not actually doing original research of their own ? what they?re doing is aggregating the research that exists,? said Bailey about the institute. But ?a huge prevalence of data? shows ?an overwhelmingly strong link between uninsurance and premature mortality,? she said.

Diplomats agree on "weak" text for Rio+20 green summit

RIO DE JANEIRO | Tue Jun 19, 2012 5:59pm EDT

RIO DE JANEIRO (Reuters) - Diplomats from over 190 countries agreed on a draft text on green global development on Tuesday to be approved this week at a summit in Rio de Janeiro, but environmentalists complained the agreement was too weak.

The summit, known as Rio+20, was supposed to hammer out aspirational, rather than mandatory sustainable development goals across core areas like food security, water and energy, but the draft text agreed upon by diplomats failed to define those goals or give clear timetables toward setting them.

It is "telling that nobody in that room adopting the text was happy. That's how weak it is," the European Union's climate commissioner Connie Hedegaard said on social network Twitter.

The text "has too much 'take note' and 'reaffirm' and too little 'decide' and 'commit'. (The) big task now for U.N. nations to follow up" on this, she added.

Expectations were low for the summit because politicians' attention is more focused on the euro zone crisis, a presidential election in the United States and turmoil in the Middle East than on the environment.

The first Rio Earth summit in 1992 paved the way for a global treaty on biodiversity, and the 1997 Kyoto Protocol on greenhouse gases, which is due to expire this year. The Rio+20 moniker is a nod to the 1992 summit.

Heads of state and ministers, including Russian President Vladimir Putin, French President Francois Hollande and U.S. Secretary of State Hillary Clinton, will meet with diplomats representing other nations from Wednesday for three days to discuss the text and possibly make some changes to its wording.

Observers do not expect major amendments.

U.S. special envoy for climate change, Todd Stern, told reporters on Tuesday he did not expect the document to change much after heads of state meet to discuss it.

"We don't have anything that we are expecting to try to drive into the document that is not there yet," he said.

'OVER BEFORE IT'S STARTED'

Environmental groups criticized the text, saying it omitted or watered down important proposals and challenged heads of state to act urgently to respond to climate change.

"This summit could be over before it's started. World leaders arriving tonight must start afresh. Rio+20 should be a turning point," said Oxfam spokesman Stephen Hale.

"There's no sign of that here. Almost a billion hungry people deserve better."

The draft text omitted a clause calling for governments to phase out fossil fuel subsidies, which have nearly tripled since 2009, despite a pledge by G20 countries to eliminate them.

Phasing out fossil fuel subsidies by 2020 would reduce annual global energy demand by 5 percent and carbon dioxide emissions by nearly 6 percent, according to the International Energy Agency.

Oil producing countries, including the United States, Venezuela and Canada, blocked inclusion of the clause, despite a huge social media push on Monday to include phase-out language in the text, with over 100,000 tweets on Twitter with the hashtag #endfossilfuelsubsidies.

An eagerly awaited decision on a governance structure for the high seas was also postponed for three years, after the United States, Japan, Canada, Russia and Venezuela opposed strong language to implement it.

"There's no commitment - it's like telling your girlfriend you promise to decide in three years whether or not to decide, whether or not to get married," said Susanna Fuller of the High Seas Alliance, a coalition of NGOs.

FOCUS ON IMPLEMENTATION

Others were slightly more optimistic.

"The document represents a positive step forward. While it is not the major breakthrough we had 20 years ago it puts us on the pathway to sustainable development," Selwyn Hart, diplomat for Barbados, told Reuters.

"The formal negotiations might be over but (leaders here tomorrow) need to focus on the implementation of some of the central issues dealt with in the document," he added.

Separately, in a meeting of big-city mayors at an old fortress in Rio, New York City Mayor Michael Bloomberg and colleagues from around the world sought to show how cities, can make progress even if a multi-national agreement isn't possible.

Cities are responsible for up to three-quarters of global greenhouse gases.

Measures already underway in major cities, the mayors said, are on track to reduce their combined emission of greenhouse gases by 248 million tons by 2020, an amount equal to the current annual emissions of Mexico and Canada together.

The measures, the mayors said, include everything from better waste management to more efficient lighting, and would include biofuel and electric-powered municipal transport.

Noting the sluggish pace of the multi-national negotiations, Bloomberg said cities "aren't arguing with each other. We're going out there and making progress."

The crew of China's Shenzhou 9 space docking mission met reporters today (June 15) at the country's Jiuquan Satellite Launch Center ahead of Saturday's planned launch at 6:37 p.m. local time (6:37 a.m. EDT or 1037 GMT). The three astronauts, or taikonauts as China's spaceflyers are known, include male crewmembers Jing Haipeng, Liu Wang and the country's first woman to fly in space: the 34-year-old Liu Yang.

"I am grateful to the motherland and the people," Liu Yang said in a press conference according to the state-run Xinhua news agency. "I feel honored to fly into space on behalf of hundreds of millions of female Chinese citizens."

Liu and her crewmates will blast off atop a Long March 2F rocket and fly their Shenzhou 9 space capsule to China's Tiangong 1 laboratory module, which is a prototype space station that has been orbiting Earth since last September. It is China's fourth human spaceflight since 2003 and the first to actually rendezvous with a target in orbit.

The Shenzhou 9 astronauts are expected to perform at least two docking tests, one manual and the other automatic, and spend several days living and working inside the Tiangong 1 lab, said Wu Ping, spokeswoman for the China Manned Space Engineering Office that oversees China's human spaceflight program. China's fourth space crew revealed

Liu and her two crewmates are all former pilots with the People's Liberation Army and members of the Communist Party of China, Xinhua reported.

As China's first woman to fly in space, Liu was selected from a field? female military pilots to join China's astronaut corps. She joined China's Air Force in 1997 and served in the Wuhan Flight Unit before being selected for the astronaut program.

Another female Chinese pilot, Wang Yaping, was also in the running to fly on the Shenzhou 9 crew. Liu currently holds the rank of major, Xinhua reported. [Women in Space: A Gallery of Firsts]

"China's first female astronaut in space ? will be the 56th woman to fly into space out of the more than 500 people that have made it into orbit worldwide," said space history and artifacts expert Robert Pearlman, editor of collectSPACE.com, a SPACE.com partner site. "The first woman in space, Soviet cosmonaut Valentina Tereshkova was launched on June 16, 1963. If Shenzhou 9 launches on Saturday, it will be exactly 49 years to the day after Tereshkova's historic first flight."

The weight of nations: An estimation of adult human biomass

ScienceDaily (June 18, 2012) ? The world population is over seven billion and all of these people need feeding. However, the energy requirement of a species depends not only on numbers but on its average mass. New research published in BioMed Central's open access journal BMC Public Health has estimated the total mass of the human population, defined its distribution by region, and the proportion of this biomass due to the overweight and obesity.

Up to half of all food eaten is burned up in physical activity. Increasing mass means higher energy requirements, because it takes more energy to move a heavy body. Even at rest a bigger body burns more energy.

Using data from the United Nations and World Health Organization, researchers from the London School of Hygiene and Tropical Medicine estimated that the adult human population weights in at 287 million tonnes. 15 millions of which is due to the overweight and 3.5 million due to obesity.

While the average body mass globally was 62kg, North America, which has the highest body mass of any continent, with an average body mass of 80.7kg. North America has only 6% of the world's population but 34% of the world's biomass mass due to obesity. In contrast Asia has 61% of the world's population but only 13% of the world's biomass due to obesity.

If all countries had the same average BMI as the USA the total human biomass would increase by 58 million tonnes -- this is the equivalent of an additional 935 million people of world average body mass.

Explaining the implications of this study Sarah Walpole said, "Our results emphasize the importance of looking at biomass rather than just population numbers when considering the ecological impact of a species, especially humans."

This study was based on the 2005 WHO SURF report so it is an underestimate of the current situation. The world's population is continuing to increase in size -- the UN predicts that by 2050 there could be 8.9 billion people on the planet.

Prof Ian Roberts, continued, "Everyone accepts that population growth threatens global environmental sustainability -- our study shows that population fatness is also a major threat. Unless we tackle both population and fatness -- our chances are slim."
